Here is the June Letter of Acceptances and Rejections. Of the 47 submissions that were processed 43 passed and 4 were rejected, a very good percentage of success. Ansteorra had 9 passed and 1 rejected ; Atenveldt had 13 passed and 2 rejected, Caid had 4 passed, Meridies had 1 passed, and the West had 16 passed and 1 rejected. The submission forms for the March Letters of Intent from the East and the Middle still have not arrived and so they were not considered. Dragon and Brigantia take note. There were fourteen letters of comment, with only Brigantia, Dragon and Sable Swan not commenting on the March letters. Brigantia and Dragon have both missed two months in a row. My next College of Arms meeting will be on July 13, 1980, at which time I will consider the letters of intent sent out in April, as well as the two missing batches if they reach me. Everyone has until that day to get their comments on those letters to me. The backlog is now six weeks, not counting the missing two sets. The comments are supposed to be made in thirty days. You all ought to be able to do them in the sixty I have been giving you.

Dragon Herald has petitioned for a new form of Count and Countess, using the Welsh language. I now grant these alternate forms. The Welsh form for Count is Iarll, while the Welsh form for Countess is Iarlles/ Similarly the forms for Baron and Baroness are Barwn and Barwnes. These are now acceptable for SCA use. (Note to Daemon de Folo. I cannot find the last check you sent Karina. Please void it and send me a new one.)

A few notes on scrolls: Scrolls are given by a kingdom or principality to a recipient of an award in recognition of the award and the actions that earned it. The current Principal Herald of a Kingdom is responsible for determining the texts of kingdom level awards, and for any armigerous awards at any level. A Principality Herald is responsible for determining the texts of any purely principality awards, with copies to be sent to the Principal Herald. A name block for the King, Queen, Prince and/or Princess who gave the award should be on each scroll with the actual names written out. The actual royalty who gave the award should be the ones to sign it if they are available. If they are not available then the current royalty may sign in their name. Any scroll which has a blazon and/or emblazon on it as an official part of the scroll must have the signature of the Principal Herald of the Kingdom, as well as possibly a College seal, which is nice but optional. The current Principal Herald at the time the scroll is ready for presentation is the proper person to sign the scroll, not the person who was the Principal Herald at the time the award was made, because the Herald did not give out the award. Instead the current Principal Herald, by signing the scroll, attests that the emblazon and/or blazon on the scroll are correct and in accordance with the current registered arms of the recipient. If a recipient changes his/her arms between the time of the award and the making of the scroll, the new arms are the correct ones to be used on the scroll. Therefore the current Principal Herald must be the one to sign the scroll, unless he or she has made a specific special case authorozation to a previous Principal Herald or to another member of the College of Arms allowing them to sign for that specific scroll. I hope that this clears up matters.
