Unto the College of Arms of the Known World, and to all who read these presents, greetings from Baron Bruce Draconarius of Mistholme, Laurel King of Arms!

I here present the Acceptances and Returns from the Laurel meeting of 15 August 1993. The following Letters of Intent were considered: Atenveldt, 31 March 93; Caid, 2 Apr 93; West, 5 Apr 93; Outlands, 7 Apr 93; Middle, 8 Apr 93; Atlantia, 11 Apr 93; An Tir, 14 Apr 93; East, 23 Apr 93; Atenveldt, 24 Apr 93; and Meridies, 25 Apr 93.

Schedule

The September meeting was held on Saturday, 11 September 1993, and considered the following Letters of Intent: Ansteorra, 12 Apr 93; Ansteorra, 13 Apr 93; Ansteorra, 14 Apr 93; An Tir, 5 May 93; West, 10 May 93; Middle, 11 May 93; Calontir, 17 May 93; Atlantia, 17 May 93; East, 20 May 93; Atenveldt, 26 May 93; and Meridies, 27 May 93. (The Caid LOI of 14 May 93 was postponed for a month, due to a delay in receiving the paperwork.)

The October Laurel meeting will be held on Sunday, 17 October 1993, and will consider the following Letters of Intent: Caid, 14 May 93; Trimaris, 1 June 93; West, 7 June 93; Outlands, 10 June 93; Calontir, 14 June 93; East, 15 June 93; Middle, 15 June 93; An Tir, 20 June 93; Atlantia, 20 June 93; Atenveldt, 24 June 93; and Meridies, 28 June 93. Responses and rebuttals to commentary on these LOIs must be in the College's hands by 30 Sept 93.

The November Laurel meeting will be held on Sunday, 7 November 1993, and will consider the following Letters of Intent: Outlands, 31 May 93; Caid, 28 June 93; Ansteorra, 7 July 93; An Tir, 10 July 93; West, 12 July 93; Middle, 15 July 93; Atlantia, 16 July 93; Calontir, 18 July 93; and Atenveldt, 21 July 93. Commentary on these LOIs must be in the College's hands by 30 Sept 93; responses and rebuttals to that commentary, by 31 Oct 93.

The December Laurel meeting will be held on Sunday, 12 December 1993, and will consider the following Letters of Intent: Meridies, 28 July, 93; Ansteorra, 29 July 93; Outlands, 10 Aug 93; West, 16 Aug 93; Atenveldt, 24 Aug 93; An Tir, 24 Aug 93; Middle, 25 Aug 93; East, 25 Aug 93; Ansteorra, 25 Aug 93; and Atlantia, 29 Aug 93. Commentary on these LOIs must be in the College's hands by 31 Oct 93; responses and rebuttals to that commentary, by 30 Nov 93.

The January Laurel meeting will be held on some Sunday in January, 1994. At this writing, the following Letters of Intent have been received for that meeting: An Tir, 12 Sept 93; Calontir, 20 Sept 93; Trimaris, 20 Sept 93; Atlantia, 20 Sept 93; East, 22 Sept 93. Commentary on these LOIs must be in the College's hands by 30 Nov 93; responses and rebuttals to that commentary, by 31 Dec 93.

The Caid LOIs of 27 July 93 and 25 Aug 93 are on hold, pending receipt of forms.

Roster

The new Triskele Principal Herald is stepping down after only a few months in office, in order to pursue a career in another Kingdom. We wish him a safe and prosperous journey, and welcome his successor: Ysabela Celestina Manrique de Palma y Majorca (Jennifer Parker), 1841 C.R. 209B, Green Cove Springs, FL 32043; (904) 284-0618. Please add her to the mailing list.

The Aten Principal Herald is likewise stepping down, after three years in office. She has brought the Atenveldt submissions back to a semblance of regularity and timeliness, for which she has our gratitude. Please keep her on your mailing lists for a couple more months, to allow her to respond to commentary on her last Letters of Intent; and please welcome her successor, Richard Omrisson of the Wolvenkin, currently on the roster as Corona Herald of Atenveldt.

Please add to the mailing list a trio of new commenters from Ansteorra:

We welcome back to the College an absent friend, Martin Bröker, who will be joining us as a Laurel staff commenter-at-large (at least until we can agree on a title): Bob Koerner, 1243 Willow View Drive, St.Louis, MO 63122; (314) 966-6087. Please add him to your mailing lists as well.

Some address changes: The Leveret Herald of the West has a new address: David le Casse (David Herron), 265 Diablo Ave., Mountain View, CA 94043; (415) 965-2680.

Likewise, the Lanner Herald of Calontir has a new address: Alban St. Albans (Ted Eisenstein), 3940 Highway "H", Fayette, MO 65248. As soon as he has a new phone number, he'll let everyone know.

Finally, the Constellation Herald of the Middle has a new address: Lucianno Giovanni (Andrew Gillis), 1204 N. Park Ave., Indianapolis, IN 46202.

The Lincoln Herald of the Middle is changing titles: she is now the Shield Herald. The new Lincoln Herald is Ælfreda æt Æthelwealda (Anne White Michalsky), 1683-A Montecello Ct., Wheaton, IL 60187; (708) 260-9802. She will not be commenting at this time.

While we're amending the Midrealm section of the roster, please remove the Aegis Herald from the roster, and White Mantle Herald from the mailing list; they are taking a well-deserved break from commentary. Please add in their stead the Green Mantle Herald: Mark FitzRoy (Mark Molnar), c/o Avril Brass, 7 George St., St.Catharines, ONT L2R 5N1, CANADA; (416) 682-4483. {That is to say, in care of Lady White Mantle}

Please remove the former Lymphad Herald of Trimaris, Siegfried Conrad Georg Heydrich, from the roster. We'd kept his name active to give him a chance to respond to commentary on his last Letter of Intent; that will be considered next month.

Finally, please remove the Stellanordica Herald of the West from the mailing list for lack of commentary.

An updated roster is included with this letter. Please review it for any inadvertent errors.

Working with the Seneschalate for fun and profit

One of this month's submissions (Windwardshire) prompted some comments from, first, the Society Steward, and more recently, the new Society Seneschal. Their main concern was that a Kingdom's Seneschalate and College of Heralds should not be working at cross purposes: Kingdom Officers are empowered for the same purpose, the smooth running of the Kingdom -- and, ultimately, to facilitate the enjoyment of the Society's members.

The main concern here is with new or incipient groups. Duchess Sedalia, the Society Seneschal, spoke to me at Pennsic War about the issue: she was concerned that the College of Arms might register a name and device to a proto-group, only to have it dissolve away (but with the name and device protected in perpetuity). She wanted to know if there was some way wait until the group had proven itself before allowing them to register. I noted that many Kingdoms require an incipient group to have a name and device registered (or in the process) before they're considered official; moreover, if there's a problem with the name, it's far better to catch it early, when the group is new, not after they've used the name for years.

Both the Society Seneschal and I agree, however, on the need for communication between the Principal Herald and the Kingdom Seneschal. When a group first starts to form, the Seneschal should inform the Herald (so that advice can be offered on the new name and device, for instance). When a new group submits a name and device, the Herald should inform the Seneschal (who might know, from officers' reports, whether the group is viable or liable to soon disband). Duchess Sedalia agreed to send a plea to that effect to the Kingdom Seneschals; I in my turn am sending the plea to the College of Arms. If the Seneschal and the Herald simply keep each other informed, most of the potential problems concerning incipient group submissions will just fail to materialize. And isn't that a cheerful thought?
