The March 1997 Laurel meeting was held on Saturday, March 8, 1997, with a road show at Gulf Wars in Meridies on Saturday, March 15, and considered the following letters of intent: Drachenwald (November 7), Drachenwald (November 8), Atlantia (November 9), An Tir (November 13), Ansteorra (November 15), Caid (November 18), Meridies (November 20), Middle (November 23), Meridies (November 24), East (November 26), West (November 26), Ansteorra (November 27).

The April 1997 Laurel meeting is scheduled for Saturday, April 12, 1997 and will consider the following letters of intent: Trimaris (December 12), Drachenwald (December 13), Atlantia (December 14), Ansteorra (December 14), Caid (December 16), An Tir (December 18), West (December 21), Calontir (originally dated November 23, redated to December 23), East (dated December 24), Meridies (dated December 26), Outlands (dated December 27), Middle (dated December 28), and Caid (dated December 29). Original commentary on these LoIs must be in the College's hands no later than February 28, 1997. Responses and rebuttals to commentary must be in the College's hands no later than March 31, 1997.

The May 1997 Laurel meeting has been rescheduled for Saturday, May 10, 1997 and will consider the following. letters of intent: Lochac (December 31, 1996), Atlantia (January 4), Atenveldt (originally dated October 21, 1996, redated to January 5, 1997.), Drachenwald (January 5), Ansteorra (January 8), An Tir (January 12), Meridies (January 25), West (January 26), and East (January 27). Original commentary on these LoIs must be in the College's hands no later than March 31, 1997. Responses and rebuttals to commentary must be in the College's hands no later than April 30, 1997.

The June 1997 Laurel meeting is scheduled for Saturday, June 7, 1997 with a roadshow meeting at the Known World Symposium on Sunday, June 22, 1997 and will consider the following letters of intent: Lochac (February 4), Caid (February 5), Ansteorra (February 7), Atlantia (February 9), Drachenwald (February 10), Meridies (February 19), Calontir (February 25), Middle (February 25), Ansteorra (February 27), West (February 27) and Caid (February 28). Original commentary on these LoIs must be in the College's hands no later than April 30, 1997. Responses and rebuttals to commentary must be in the College's hands no later than May 31, 1997.

The July 1997 Laurel meeting is tentatively scheduled for Saturday, July 12, 1997.

Not all Letters of Intent may be considered when they are originally scheduled on this Cover Letter. Date of mailing of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain Letters of Intent. Additionally, not all Letters of Intent received have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, etc.) have not yet been met.

Avacal Herald is the same as Sanguinarius Herald. The blank entry for Avacal Herald may be deleted. (Sanguinarius is the herald's title for the Principality of Avacal.)

Couronne Rouge Herald is mis-entered as Cordon Rouge Herald.

West:

Please add Owen ap Morgan (Earl Jones) 3825 Canterbury Drive, Redding, CA 96002­4887; (916) 223­5405 as Leveret Herald to your roster and mailing list. Since he is a returning commenter, we are waiving the requirement to produce a timely letter of comment.

Reblazon time

A question was raised about heraldic seahorses versus natural ones. Going through the files, and pulling most of what we have blazoned as a seahorse, natural seahorse, or hippocampus, we found out that a number of them were either misindexed, and/or misblazoned. Since we give a CD between the seahorse (the heraldic monster, half horse and half fish), and the natural seahorse (the fish), this could lead to problems. Additionally, some of the scribes were confused as to which one a hippocampus was, since it glosses both ways, depending on what source you use.

Therefore, we have reblazoned all the misblazons, and have substituted the term natural seahorse for hippocampus. As with all heraldic versus natural charges, the default is the heraldic item, so a seahorse is the monster, and the natural seahorse the fish.

We are also no longer going to register Bengal tigers proper. They must be in a standard, heraldic tincture (with or without markings). We have registered as proper both gules and Or Bengal tigers, leaving them with no default tincture. Plain natural tigers proper, are still Or, marked sable.

Regalia

We have been asked what happens when someone who lives in one kingdom, owns regalia that is legal to him by Society and that kingdoms laws, then moves to another kingdom, where it is against the kingdom laws and or traditions. The answer is very simple; it is grandfathered to him, and he may wear it. Note: this same question has been ruled on, with the same answer, by at least two of my predecessors.

Reports to Pelican

I have been informed by Pelican that not all of the Principal Heralds are sending her quarterly reports. Let me remind you that it is required ­ check the Administrative Handbook for details.

Web Page Update

This is a reminder to everyone that the official Laurel Web page can be reached by going to http://www.sca.org and clicking on heraldry and following the links from there. So far we have the RfS, the Glossary of Terms, a number of LoARs, and three educational articles there in Word Perfect 5.1 and HTML. There will be more as we get the various pieces into HTML. If anyone would like to HTML articles for this, please contact me. Please spread the word about this.

Forms

This is a call once again for a complete set of blank submission forms from each kingdom, with the parts that you think your kingdom has to have, and may be specific to your kingdom highlighted. For example, your kingdom has principalities, and you want to track which principality the submission came from. If you do not get the forms to me, I will not be able to take your kingdoms needs into account when we redesign the forms.

Holding Names

The submission from the West of Margie of Glen More, which was a change of holding name from Margie of Stormhold generated a lot of discussion in the College. The name had originally been submitted as Margie of Glen More, and returned, but the holding name of Margie of Stormhold was formed, since that was the name on the forms, though not, as it turned out, the submitters legal name. She resubmitted as a change from a holding name, using the argument that the name Margie was grandfathered to her. The entire issue hinged on whether or not a holding name is grandfathered to the submitter.

Corpora, C.3.b says

Any item once registered shall remain registered unless the owner requests its release, and shall be accepted in the Society for the person for whom it was registered without regard to changes in the rules and standards applied to future submissions, or to the membership status of the owner.

Furthermore, it has already been ruled that a holding name is the submitter's registered name; Baron Bruce as Laurel said

. . . the holding name is indeed a submitter's registered name, until such time as a corrected name is resubmitted. It's in the A&O, it's on the file folder in Laurel's files, we check it for conflict and protect it afterward ­­­ that fits the definition of ``registered'' in Laurel's eyes. The holding name is to be used in court, on scrolls, on the tourney field, and for all official functions ­­­ until the submitter changes it. We encourage the submitter to change it: by definition, a holding name is used when we would otherwise have to return the armory submission for lack of a name, and we charge no fee for changing a holding name.

And, in fact, on at least one occasion Baron Bruce declined to form a holding name, because the submitter's mundane name was considered intrusively modern.

Based on Corpora and Laurel Office precedent, the element is grandfathered to her.

New From Free Trumpet Press West

The 19th update to the O&A, covering the second half of 1996, is now available from Free Trumpet Press West for $6.

It's got some nifty new features, such as showing changed/corrected/released/transferred/redesignated/converted items in strikeout type and abbreviating/omitting the kingdom­of­submission info, in the ordinary only, to save space.

Reminder:

Let me repeat what I said last month. Letters of intent must be mailed to the entire college by the last day of the month in order to be considered for that month. Letters postmarked the month after the date of the letter will be redated to the month of the postmark.

"And more especially that [the Provincial Kings of Arms] strictly and carefully do survey view and take knowledge of all Coats of Arms Crests Cognizances and Devises set up in all public Places within their respective provinces; and to correct comptrole reform reverse pull down and deface as the several Cases shall require all such Arms, Crests, Cognizances, Devises, Archievements and other ensigns of Honour which are or shall be unlawful or usurped or unlawfully used at any Funeralls otherwise or by any person or persons whatsoever or set up placed or used in anu such public place or places or upon any Utensils or other things whatsoever within their respective provinces, contrary to the Laws, Rules and Usages of Arms As also to make infamous by Proclomation at the Assises or General Quarter Sessions within their said provinces respectively all and every person or persons as shall usurp or unlawfully use or take upon him or them any Title of Honour, Dignity, or Worship: And likewise to signify to the Sheriffs and other Officers named in their Commission his Majesties express prohibition of them and every of them to give the Stile or Title of Equire or Gentlemen to any person or persons who hath not just right thereunto."
