Unto the members of the College of Arms and all others who may read this missive do Mistress Jaelle of Armida, Laurel Queen of Arms, and Mistress Sionyn Muirgen ní Dhomnall, Pelican Queen of Arms, send Greetings!

The April 1997 Laurel meeting was held on Saturday, April 12, 1997 and considered the following letters of intent: Trimaris (December 12), Drachenwald (December 13), Atlantia (December 14), Ansteorra (December 14), Caid (December 16), An Tir (December 18), West (December 21), Calontir (originally dated November 23, redated to December 23), East (dated December 24), Meridies (dated December 26), Outlands (dated December 27), Middle (dated December 28), and Caid (dated December 29).

The May 1997 Laurel meeting has been rescheduled for Saturday, May 10, 1997, with a roadshow in Calontir on Saturday, May 3, 1997, and will consider the following. letters of intent: Lochac (December 31, 1996), Atlantia (January 4), Atenveldt (originally dated October 21, 1996, redated to January 5, 1997.), Drachenwald (January 5), Ansteorra (January 8), An Tir (January 12), Meridies (January 25), West (January 26), and East (January 27). Original commentary on these LoIs must be in the College's hands no later than March 31, 1997. Responses and rebuttals to commentary must be in the College's hands no later than April 30, 1997.

The June 1997 Laurel meeting has been rescheduled for Saturday, June 14, 1997 with a roadshow meeting at the Known World Symposium on Sunday, June 22, 1997 and will consider the following letters of intent: Lochac (February 4), Caid (February 5), Ansteorra (February 7), Atlantia (February 9), Drachenwald (February 10), Meridies (February 19), Calontir (February 25), Middle (February 25), Trimaris (February 25), Ansteorra (February 27), West (February 27) and Caid (February 28). Original commentary on these LoIs must be in the College's hands no later than April 30, 1997. Responses and rebuttals to commentary must be in the College's hands no later than May 31, 1997.

The July 1997 Laurel meeting is scheduled for Saturday, July 12, 1997 with a roadshow meeting in Oertha, and will consider the following letters of intent: Atenveldt (March 1), Atenveldt (dated Feb 22, postmarked March 3, redated by Laurel to March 3), An Tir (dated February 27, postmarked March 3, redated by Laurel to March 3), Drachenwald (March 7), Atlantia (March 9), East (Lochac (dated February 28, redated by Laurel to March 12), Meridies (March 23), Ansteorra (March 24), East (March 30), Middle (March 30), and Calontir (March 31). Original commentary on these LoIs must be in the College's hands no later than May 31, 1997. Responses and rebuttals to commentary must be in the College's hands no later than June 30, 1997.

The August 1997 Laurel meeting is tentatively scheduled for Saturday August 23, with a roadshow sometime at Pennsic.

Not all Letters of Intent may be considered when they are originally scheduled on this Cover Letter. Date of mailing of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain Letters of Intent. Additionally, not all Letters of Intent received have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, etc.) have not yet been met.

Scheduling of Letters of Intent:

You will note that we have redated three letters. All were dated in February, but postmarked after March 1. We have decided that letters dated the first of the following month could have been put into the mail system the previous date, but after the mail pickup, so we are granting them the benefit of the doubt. As we informed you in the two previous cover letters, we have redated letters of intent to reflect the date that they were actually mailed.

Changes to the Roster

Meridies:

The address given last month for the Principal Herald of Meridies was incorrect. The correct address is: Ilya the Wanderer (Quinn Rosenblath) 252 Irvine Mobile, AL 36606­2333 (334­478­8325).

Middle:

It is with great professional and personal regret we request that the College remove Master Talan from the mailing list, though keep him on their rosters. While I, along with the rest of the college will miss his scholarly commentary and knowledge, more than that I will miss my friend.

The Dragon Principal Herald is switching. Please remove Richard Morgan of Cumberland from your mailing lists and rosters, and put in his place Master Dmitrii Volkovich, who would be on your mailing lists as Pale Herald of the Middle. His address is staying the same (for now), but his area code is now 937, making his entire phone number (937) 859­3088. His e­mail address is: john.polzinetti@lexis­nexis.com However, remember that he does not accept e­mail commentary.

Extra Material in Packet

You will note that in this packet is a mailing from the Board of Directors. We have volunteered to include this information in an attempt to get it to as many people as possible at as low a cost as possible. Please distribute it to as many people as you can, especially to those without internet access.

Web Page Update

We wish to remind everyone to check the Laurel Web page (http://www.sca.org/heraldry/laurel) at least monthly. Not only are LoARs there - current and past, but also educational articles. Currently we have 6 name related articles and 4 armory ones. The rules, administrative handbook and glossary of terms are also there.

Questions for the College

With the submission from Calontir of the Canton of Aston Tor, a question was raised as to whether we should continue to register per chevron enhanced. While we have registered this submission, we are calling on the college for commentary as to whether we should continue to register this. Please get your comments to us no later than the end of August.

Registering Mundane Arms in the SCA

You will see that we have pended David of Moffat's device change. The registration of his device hinges on whether or not this submission has a blazonable difference from his mundane arms. Please look at the discussion of this issue under pends.

Presumption, Conflict, and the Appearance of Presumption

Under pends you will find a second item pend, the name of Malik 'Abd al.­Rahman (Middle). This is being pended for problems with the given name. Please look at the discussion of this issue under pends.

Preparation of letters of intent:

We have discovered a number of problems with letters of intent:

1. The SCA name on the forms must match the SCA name on the LoI, and furthermore must be the submitter's registered name, if there is one, unless it is a change/appeal.

2. There must be a blazon on the armory forms, which matches the blazon on the LoI.

3. You must fasten all the paperwork for each submission together using either paper clips or staples.

These requirements are all in the Administrative Handbook. Continued failure to abide by the Administrative Handbook could result in letters of intent being rescheduled to a later date.

Titles - transfer thereof

After much thought we have decided to allow heraldic titles to be transferred to individual heralds under the following conditions:

1. The title must have been granted to the individual herald by the crown of the kingdom and the principal herald of the kingdom (except in cases where the Principal Herald is receiving a personal title for himself), or by the Laurel Sovereign, as a personal title for the herald.

2. The transfer must appear on a letter of intent, and follow all the requirements of any transfer.

3. The title will be counted as a name, when seeing how many registered items the person has.

Note: I will not accept a transfer of the Argent Snail title while I am Laurel.
