Unto the members of the College of Arms and all others who may read this missive do Mistress Jaelle of Armida, Laurel Queen of Arms, and Mistress Sionyn Muirgen ní Dhomnall, Pelican Queen of Arms, send Greetings!

 

The July Laurel meeting was held on Saturday, July 11, 1998 and considered the following letters of intent: An Tir (February 25), Calontir (February 27, redated by Laurel to March 3, based on postmark), Outlands (March 5), Middle (March 17), Atlantia (March 24), Drachenwald (March 25), Meridies (March 25), Atenveldt (March 25), Lochac (March 25), Ansteorra (March 27), Meridies (March 27), An Tir (March 28), West (March 29), and Caid (March 30).

 

The August Laurel meeting is scheduled for Saturday, August 22, 1998 and will consider the following letters of intent: An Tir (January 25), East (dated March 26, postmarked April 3), Outlands (April 9), Middle (April 14), Lochac (April 20), Atlantia (April 23), Meridies (April 25), Atenveldt (April 25), An Tir (April 27), Artemesia (April 28), West (April 28), AEthelmearc (April 30), Trimaris (April 30), and Caid (April 30). Original commentary on these LoIs must be in the College's hands no later than June 30, 1998. Responses and rebuttals to commentary must be in the College's hands no later than July 31, 1998.

 

The September Laurel meeting is scheduled for Saturday, September 12, 1998 and will consider the following letters of intent: Middle (May 2), Lochac (May 3), Drachenwald (May 6), Atlantia (May 20), West (May 27), Outlands (May 29), Ansteorra (May 30), Caid (May 30) and Meridies (May 30). Original commentary on these LoIs must be in the College's hands no later than July 31, 1998. Responses and rebuttals to commentary must be in the College's hands no later than August 31, 1998.

 

The October Laurel meeting is scheduled for October 10, 1998 and will consider the following letters of intent: An Tir (May 19, redated by Laurel to June 5 based on postmark), Atenveldt (May 25, redated by Laurel to June 11 based on postmark), Outlands (June 5), AEthelmearc (June 6), East (June 6), Calontir (June 11), Atlantia (June 16), Drachenwald (June 16), Lochac (June 16), An Tir (June 22), West (June 28), Middle (June 28) Ansteorra (June 30) and Meridies (June 30). .Original commentary on these LoIs must be in the College's hands no later than August 31, 1998. Responses and rebuttals to commentary must be in the College's hands no later than September 30, 1998.

 

Not all Letters of Intent may be considered when they are originally scheduled on this Cover Letter. Date of mailing of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain Letters of Intent. Additionally, not all Letters of Intent received have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, etc.) have not yet been met.

 

 

REMINDER: due to problems with receipt of Laurel packets, until the packet containing the paperwork is received, the letter may not be scheduled.

 

 

Warrant Renewal

 

The Board of Directors has renewed Pelican and myself until July 1999. At that point we will be stepping down; we have no intention of staying on after that. I, Laurel, will be getting married summer 1999 to Johan Magnusson Kivisuo (Tero J. Heikkinen).

 

 

Above and beyond the call of duty

 

We would like to publicly thank David of Moffat, Electrum, for his manifold efforts in getting missing paperwork to us.

 

 

Names and Devices for Incipient Principalities

 

III.C.5 of the Administrative Handbook currently reads:

 

Evidence of Support – Submissions involving the name or arms of an active branch must include evidence of support for the action on the part of a majority of the active members of the branch. In the case of branches with no ruling noble, this support may be demonstrated by a petition of a majority of the populace and officers or by a petition of the seneschal and at least three-quarters of the other local officers. In the case of branches with ruling nobles, such petitions must also include a statement of support from the ruling noble. If a submission would result in the registration or modification of the Branch Name or Branch Arms of a kingdom, principality or equivalent branch, support must be demonstrated by the results of a poll conducted in the relevant official newsletter and certified by the seneschal of the appropriate branch. Branch badge(s), order or award names, and other Branch names (such as names for guilds, Herald's Titles in the case of Kingdom, etc.) do not require support at the Laurel level. Kingdom may require it if they so desire, for their internal procedures.

 

However, this does not cover the situation for groups that wish to become principalities, since Corpora says the groups have to have a passed name and device, and we don't normally register names and devices for groups of that level until they become official. Therefore, we are planning to add the following to the above to handle those situations:

 

If, in the opinion of the crown of the kingdom, the kingdom seneschal and the Society Seneschal a group is making progress towards becoming a principality and has a proven track record, the kingdom may submit a name and device for the group, subject to the requirements above.

 

If the group is not approved by the BoD as an official principality within two years of registration, unless a request is made from the Society Seneschal asking for a one year extension, the name and device will be released.

 

The format on the LoI would therefore read like this:

Lower NorthSouth, Kingdom of. Name and device for Incipient Principality. Principality of Lower Pismire. Gules, an aardvark gorged of a crown between three Laurel wreaths Or.

 

Please send any comments or concerns to me no later than October 1, 1998. This is a short turn around, but this the Board wishes to approve this at the October Board meeting.

 

 

Congratulations

 

We would like to congratulate David of Moffat, Electrum on his elevation into the Order of the Laurel.

 

 

Courtesy Titles

 

At the April 1998 the Board of Directors upheld my ruling on courtesy titles. Except for people who already have them, and are therefore grandfathered, they will no longer be used in the SCA.

LoAR Subscriptions and Roster changes:

 

Send roster changes, additions, subtractions, subscriptions to the LoAR and address changes in a separate letter, not in the body of a LoI or LoC to: Mistress Sionyn Muirgen ní Dhomnall, Pelican Queen of Arms, Jackie Watkins, 3532 Winding Wind Cove, Bartlett, TN, 38135-3044. Please make all checks or money orders payable to "SCA Inc. - College of Arms". The cost is currently $25.00 a year.

 

Also, remember all administrative issues (requests for warrants, quarterly reports, etc.) need to be sent to Pelican.

 

And remember to be a principal herald or a submissions herald, you must pass a test on the administrative handbook, in advance of receiving your approval from our office. This test is obtained from Pelican.

Miscellany:

 

It is a false and scurrilous rumor that members of the College are required to make puns at every opportunity. A proper College member does this automatically and needs no encouragement. (HB, Spring 1970 [4], p. 16)
