Unto the members of the College of Arms and all others who may read this missive does Dame Elsbeth Anne Roth, Laurel Queen of Arms, send Greetings!

 

Herein are the Acceptances and Returns for the Laurel meeting held at the Known World Heraldic Symposium in Drachenwald, Sunday, June 13, 1999. We considered the following letters of intent: Outlands (February 5) and Atlantia (February 14). Mistress Jaelle of Armida ruled on the Outlands letter, while I ruled on the Atlantia letter.

 

 

The July Laurel meeting is scheduled for Saturday, July 17, 1999 and will consider the following letters of intent: Atenveldt (March 1), Outlands (March 5), East (March 6), Drachenwald (March 9), Middle (March 11), West (March 14), Atlantia (March 15), Lochac (March 15), Caid (March 16), An Tir (March 26), Ansteorra (March 30), and Meridies (March 30). Responses and rebuttals to commentary must be in the College's hands no later than June 30, 1999.

 

 

The August Laurel meeting is scheduled for Sunday, August 8, 1999 (the day after Pennsic land grab) and will consider the following letters of intent: Scribe Armarius’ Letter of Intent to Protect (dated February, mailed with the April Caid letter), Atenveldt (April 1), Drachenwald (April 2), Artemesia (April 5), East (April 11), Caid (April 15), Atlantia (April 19), Lochac (April 19), Outlands (April 23), AEthelmearc (April 27), Ansteorra (April 27), Middle (April 29), and Meridies (April 30). Original commentary on these LoIs must be in the College's hands no later than June 30, 1998. Responses and rebuttals to commentary must be in the College's hands no later than July 31, 1999.

 

 

The September Laurel meeting is scheduled for Sunday, September 5 and will consider the following letters of intent: Atenveldt (May 1), Drachenwald (May 1), An Tir (May 5), Calontir (May 8), Middle (May 13), Outlands (May 15), West (May 18), Atlantia (May 19), Artemisia (May 20), Artemisia (May 21), Ansteorra (May 22), An Tir (May 28), and Meridies (May 30).

 

 

The October Laurel meeting is tentatively scheduled for Saturday, October 16, and will consider letters of intent from June.

 

Not all Letters of Intent may be considered when they are originally scheduled on this cover letter. The date of mailing of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain Letters of Intent. Additionally, not all Letters of Intent received have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, etc.) have not yet been met.

 

 

REMINDER: Until the packet containing the paperwork is received, the letter may not be scheduled.

 

 

Corpora changes

 

At the April meeting, the Board of Directors changed V.A.4.b (part of the requirements of branches below barony level) so that the herald is no longer a required office. This change may require a change to the Administrative handbook. Currently the relevant rule, XI.C states

C. Supervisory Duties - The Principal Herald is required to exercise oversight over deputies and territorial heralds to ensure the smooth functioning of heraldry in the kingdom. The responsibilities and restrictions governing such oversight may be governed by kingdom law and custom. However, in all cases, it shall include the responsibility for the warranting and training of appropriate heraldic officers for all official branches in the kingdom.

I would like to add ensuring Kingdom-wide access to heraldic advice to the responsibilities of the Principal Herald. I would like commentary on the matter, in particular what constitutes "access." I am also looking for a volunteer to coordinate the sharing of ideas between kingdoms. Commentary should be sent to me by October 1.

 

Known World Heraldic Symposium 2000

 

The next Known World Heraldic Symposium will be held in Stargate, Ansteorra (Houston, Texas) (date yet to be determined). More details will be available next month.

 

Already, a rules change

 

The commentary on one of the submissions from Outlands brought up the point that the examples for rule XI.1 (Reserved Charges) include an example (the caduceus) that is no longer reserved. It also states that crowns are restricted to royal peers, kingdoms and principalities although recently Jaelle relaxed the restriction to include barons and baronesses. Lastly, the examples state that Azure, semy-de-lys is restricted when what is actually restricted is Azure, semy-de-lys Or. Therefore I would like to amend the wording of rule XI.1 from

1. Reserved Charges - Armory that contains elements reserved to or required of certain ranks, positions, or territorial entities, inside or outside the Society, is considered presumptuous. Symbols reserved or required solely inside the Society may only be registered to those entitled to the status associated with those symbols. Examples of such elements include the field Azure, semy-de-lys, which is restricted to French royalty; a laurel wreath, required for official Society branches; the coronet restricted to royal peers, kingdoms and principalities; the knight's annulet of chain; the caduceus reserved to those with medical qualifications, etc. Lists of these charges can be found in the glossary. Some elements, like the French royal field, are always restricted. Others are limited to specific segments of the Society. For example, individuals may not place laurel wreaths on their armory, while only those who are royal peers may use the insignia of those ranks.

As this change is a matter of wording and examples, not intent, I do not expect a problem. Nevertheless, I would like commentary on the change (in particular, any other wording improvements one might find) by October 1.

 

 

New Forms

 

Remember that all submission must be on the new forms. Submission on old forms will be returned.

 

 

Early Pennsic note:

 

For the first time, the Laurel office will be within an hour’s drive of Pennsic. Anyone at Pennsic during land grab is welcome to attend the Laurel meeting the next day and should contact me for directions. There will also be the usual Laurel roadshow at Pennsic; it is tentatively scheduled for the Tuesday afternoon of the second week.

 

 

LoAR Subscriptions and Roster changes:

 

The process of handling roster changes has changed. I will accept roster changes if they appear in a letter of intent or a letter of comment. You can also send changes and corrections to my new roster deputy, Lord Symond Bayard le Gris, Bruce R. Nevins, 2527 E. 3rd St., Tucson, AZ, 85716-4114, (520) 795-6000, (520) 795-0158 (Fax), bnevins@nexiliscom.com. He will accept changes at any of the above contact numbers. The fastest and most accurate method to send changes is to send to his email address (if there is no retyping there is less chance of error). Send subscriptions to the LoAR to the same address. Please make all checks or money orders payable to "SCA Inc. - College of Arms." The cost is currently $25.00 a year.

 

Symond and I are currently in the process of updating the roster. A copy of the current roster is included with the June LoAR. Please let Symond know of any corrections that should be made.

 

Other Administrivia

 

All other administrative issues (e.g., requests for warrants or quarterly reports) should be sent to me, not to Lord Symond (or to Sionyn). Also, at this time all copies of the LoIs, LoCs, and all checks should be sent to me.

 

I will be formally introducing my staff next month.
