Unto the members of the College of Arms and all others who may read this missive does Dame Elsbeth Anne Roth, Laurel Queen of Arms, send greetings.

The October Laurel meeting was held October 16, 1999 and considered the following letters of intent: Calontir (May 8) (delayed due to lack of paperwork), Ealdormere (May 27) (redated to June 8), An Tir (May 28) (delayed due to lack of paperwork), Atenveldt (June 1), Drachenwald (June 1), East (June 7), Outlands (June 7), Middle (June 13), West (June 17), Atlantia (June 21), Æthelmearc (June 23), An Tir (June 25), Ansteorra (June 30), and Meridies (June 30).

The November Laurel meeting is scheduled for Sunday, November 14 and will consider the following letters of intent: Atenveldt (July 1), Saewynn and Clarion's Letter of Intent to Protect (July 10), Lochac (July 14), Lochac (July 15), Atlantia (July 20), Caid (July 23), Electrum's Letter of Intent to Protect (July 23), East (July 24), Artemisia (July 25), Middle (July 25), Ansteorra (July 30), Meridies (July 30), Trimaris (July 30), and Outlands (July 31). Responses and rebuttals to commentary must be in the College's hands no later than October 31, 1999.

The December Laurel meeting is scheduled for Saturday, December 4, 1999 and will consider the following letters of intent: Atenveldt (August 1), Caid (August 1), Drachenwald (August 8), Lochac (August 12), Atlantia (August 13), An Tir (August 20), West (August 28), Ansteorra (August 31), Meridies (August 31), Middle (August 31), and Outlands (August 31). Original commentary on these LoIs must be in the College's hands no later than October 31, 1999. Responses and rebuttals to commentary must be in the College's hands no later than November 30, 1999.

The January Laurel meeting is scheduled for Sunday, January 16, 2000, and will consider the following letters of intent: Atenveldt (September 1), Nebuly's Letter of Intent to Protect (September 13), Æthelmearc (September 15), Caid (September 15), Drachenwald (September 20), West (September 20), Atlantia (September 22), Artemisia (September 25), Middle (September 27), Ansteorra (September 30), Meridies (September 30), and Outlands (September 30). Original commentary on these LoIs must be in the College's hands no later than November 30, 1999. Responses and rebuttals to commentary must be in the College's hands no later than December 31, 1999.

The February Laurel meeting is tentatively scheduled for Sunday February 13, 2000, and will consider the letters of intent from October, 1999.

Not every Letter of Intent may be considered when it is originally scheduled on this cover letter. The date of mailing of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain Letters of Intent. Additionally, some Letters of Intent received may not be scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, etc.) have not been met.

REMINDER: Until the packet containing the paperwork is received, the letter may not be scheduled.

Rules Change

There was only one technical comment and no objections, so as of this meeting, the rule XI.1 is amended to the following:

XI.1. Reserved Charges - Armory that contains elements reserved to or required of certain ranks, positions, or territorial entities, inside or outside the Society, is considered presumptuous. Symbols reserved or required solely inside the Society may only be registered to those entitled to the status associated with those symbols.

Examples of such elements include the field Azure, semy-de-lys Or, which is restricted to French royalty; a laurel wreath, required for official Society branches; the knight's annulet of chain, etc. Lists of these charges can be found in the glossary. Some elements, like the French royal field, are always restricted. Others are limited to specific segments of the Society. For example, individuals may not place laurel wreaths on their armory, while only those who are royal peers may use the insignia of those ranks.

The change corrects the omission of the tincture of the fleurs-de-lys in the arms of France, and removes examples that are either problematic or overturned. The rule itself is unchanged.

Other Rules Change Administrivia

Because Palimpsest's rules letter was sent out in October, not September, the deadline for comments on it has been extended to January 31, 2000.

Job opening: Morsulus Herald

Iulstan Sigewealding, after long and excellent service, has announced his intention to step down as , Morsulus Herald. Therefore, I am accepting applications to be the next Morsulus Herald. The duties of Morsulus Herald include the following:

Ideally, Morsulus Herald would take over the maintenance of the online search engine, although that is not an official part of the duties.

According to the current Morsulus Herald, the ideal candidate would have the following qualities:
