The December Laurel decisions were made at the Pelican meeting held on Saturday, December 9, 2006, and the Wreath meeting held on Sunday December 10, 2006. The meetings considered the following Letters of Intent: Laurel LoPaD (12 Aug 2006), Artemisia (22 Aug 2006), Drachenwald (22 Aug 2006), Gleann Abhann (22 Aug 2006), Caid (23 Aug 2006), Ansteorra (25 Aug 2006), Atenveldt (25 Aug 2006), Outlands (27 Aug 2006), East (28 Aug 2006), Meridies (28 Aug 2006), An Tir (29 Aug 2006), East (29 Aug 2006), and Atlantia (30 Aug 2006).

The January Laurel decisions will be made at the Pelican meeting held Sunday, January 28, 2007 and the Wreath meeting held on Saturday, January 27, 2007. Original commentary on these letters should be in the College's hands no later than March 31, 2007. Responses and rebuttals to commentary must be in the Colleges hands no later than April 30, 2007.

Not all letters of intent may be considered when they are originally scheduled on this cover letter. The date of mailing of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain letters of intent. Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met. Letters which are currently unscheduled appear inside square brackets in the lists, above.

REMINDER: Until all administrative requirements are met, the letter may not be scheduled.

From Laurel - Notice Regarding Name Registration and Armory Transfer

The following appeared on the Letter of Acceptances and Returns for July 2005.

Garwulf Nightsbane. Transfer of device to Nicolai Nightsbane. Sable, a wolf's head, couped and sinister facing, between three hammers inverted argent.

Nicolai Nightsbane. Name and acceptance of transfer of device from Garwulf Nightsbane. Sable, a wolf's head, couped and sinister facing, between three hammers inverted argent.

Because of serious irregularities that have come to light regarding this submission, and after consultation with the Society Seneschal, the above actions are hereby declared null and void. The name Nicolai Nightsbane is not registered. The device reverts to its previous owner, Garwulf Nightsbane.

From Laurel - Regarding OSCAR, Letters of Intent and Submission Packets

I am very pleased to announce that all 19 Kingdoms have now posted at least one Letter of Intent to the OSCAR system. My sincerest thanks to the entire College of Arms for your cooperation in bringing this about.

Having accomplished that, please be advised that as of the May 2007 Letter of Intent, all Letters of Intent shall be posted to OSCAR instead of distributed in hard copy. You will recall that this is the same Letter of Intent whose submissions must also appear on the new version of the forms.

There are several Letters of Intent still in commentary that were issued on paper, and therefore, any commentary on them must be distributed in paper, but the last of such commentary should be in July at the latest. All Letters of Intent on OSCAR means that all new commentary will, as of May 2007, be on OSCAR as well.

Several submissions heralds have asked if they still need to include hard copy of the LoI in their submissions packet, as per the current Administrative Handbook. The answer is no; hard copies are being produced from OSCAR as needed by Ragged Staff.

From Laurel - Administrative Handbook Revision, Finally

All the procedural changes caused by OSCAR would need an AH revision just in themselves. However, the current version is dated January 2002, much else besides has changed since then and it needs a thorough overhaul.

I already have a good-sized file of ideas and wish lists for the new AH, but will cheerfully accept more. If you have specific suggestions for content or format of the AH please send them to me at [email protected], with AH Revision in the subject line. The deadline is the end of the KWHSS in Caid this June.

For all Letters of Intent, Comment, Response, Correction, et cetera, which are not posted on OSCAR, send one paper copy directly to each of the Sovereigns of Arms, Laurel, Pelican and Wreath at their mailing addresses as shown on the College of Arms Roster.

Send the required electronic copies of all submissions-related files to [email protected]. This applies to all LoIs, LoCs, LoRs, et cetera.
