Responses and rebuttals to commentary must be in the Colleges hands no later than July 31, 2007.* _Not all letters of intent may be considered when they are originally scheduled on this cover letter. The date of mailing of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain letters of intent. Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met._ REMINDER: Until all administrative requirements are met, the letter may not be scheduled. **** From Laurel: Dating and Your Letter of Intent **** The Administrative Handbook VIII.A.2. reads as follows: "Late Distribution - If a letter of intent is not distributed in a timely manner to the appropriate members of the College, it will be scheduled as if dated on the date when it was actually mailed." This rule still applies, except read 'posted' for 'mailed.' If your Letter of Intent is dated in June, for instance, and it is not posted to OSCAR until after the first of July, it will be scheduled as a July letter and you will hear about it. Promptness is as important as ever and should be pretty easy now that printing, stuffing envelopes, labeling, stamping, etc. are things of the past. The tracking charts are being edited to reflect this change. Instead of the multiple columns listing when LoIs were dated, mailed, received in hard copy, received electronically, and so on, they will now simply list the LoI date and when it was posted to OSCAR. I thank everyone for their patience, not to mention their persistence in asking questions when they needed clarification, throughout the Great OSCAR Shift. The many needed changes to the Administrative Handbook will be commenced directly after KWHSS in June, which is the deadline for specific requests and suggestions for same. **** From Laurel: A Timely Reminder **** From the December 2006 Cover Letter: "All Letters of Intent on OSCAR means that all new commentary will, as of May 2007, be on OSCAR as well." Submission heralds and commenters, please take note. Letters of Comment and Letters of Intent are, as of publication of this letter, to be published on OSCAR only. As always, if you have any questions, please contact me. **** From Laurel - OSCAR and Letters of Pends and Discussion **** A question was raised regarding hardcopy mailings of LoPaDs. Since they can be considered to be equivalent to Letters of Intent for most purposes, they will to be posted to OSCAR and no paper will be sent. All rules about dates of issue also apply: if a LoPaD is dated in May, but issued after June 1, it is considered a June letter. **** From Wreath: Concerning OSCAR **** I encourage submission heralds to post color emblazons to OSCAR. This will reduce - and hopefully eliminate - pends due to misblazons of the tincture(s) of the armory. I realize that there may still be some question as to the exact tincture (e.g., azure or purpure) due to scanning issues and the fact that not all monitors display colors the same; however, this is much less of a problem than not having any tinctures present. I ask that all commenters please check the other comments posted. I know a number of people prefer to comment without seeing previous comments. To those people, I ask that they go back and check comments posted prior to their comments. Among other things, I am using comments to pose questions and ask for comments on specific issues. Responses to these issue may well mean the difference between registering (or returning) an item and pending that item for further commentary. **** Send What to Whom **** Letters of Intent, Comment, Response, Correction, et cetera are to be posted to the OSCAR online system. No paper copies need be sent. Submission packets (one copy of each name form plus documentation, including petitions; two colored copies of each armory form plus two copies of any associated documentation, including petitions) to the SCA College of Arms, PO Box 31755, Billings, MT 59107-1755.
