Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met._ REMINDER: Until all administrative requirements are met, the letter may not be scheduled. **** From Laurel: Welcome Aboard **** I am very pleased to announce that my successor as Laurel will be Mistress Olwynn ni Chinn{e'}idigh, of the Kingdom of Atlantia. She will be working with Tanczos Istvan as Wreath and Aryanhwy merch Catmael as Pelican. My warrant has been extended through the end of the July 2008 meeting of the Board of Directors, at which time Mistress Olwynn will officially take over as Laurel. Wreath and Pelican are working out the details of transition with their respective successors as well, and I have every reason to believe that the process will be hardly noticeable. The ceremonial transfer of the Laurel office will take place at the Known World Herald's Party at Pennsic. If you are going to be attending this year please make it a point to come by, meet and greet the new team and felicitate Mistress Margaret, Baroness Jeanne Marie and me on our hard-won obsolescence. **** From Laurel: On Resubmissions **** The question has recently been raised on how to handle resubmissions when the submitter changes kingdoms between submissions. The Administrative Handbook states that no fees may be charged "resubmissions made within a year of the most recent notification of return." This applies whether the prior return was from Laurel or from an individual kingdom. Just because a submitter moves, they do not lose the right to resubmit without charge. Resubmissions made more than a year after the most recent notification are subject to the fees (if any) charged by the current kingdom of residence. The new kingdom should handle the fees associated with this, even in the case where the former return was at kingdom. It is anticipated that this burden should be both minimal and will be offset by other submissions, over time. **** From Wreath: The Red Hand of Ulster **** One of this month's submissions ({E'}amonn mac Alaxandair, {AE}thelmearc LoI of September 2007) raised a question about the Red Hand of Ulster, which the College's Glossary of Terms reserves to "British Baronets". This isn't strictly accurate: the augmentation reserved for Baronets and the Red Hand of Ulster are two different armories... mirror images, in fact. The Baronet augmentation is a sinister hand apaumy gules; the Red Hand of Ulster is a dexter hand apaumy gules. (In our defense, we aren't the only ones who have confused these two: a number of authors, some of them very well known, have made the same mistake. For instance, Boutell's _Heraldry_, 1970 edition, pp. 62-3, gives _a dexter hand apaumy gules_ as the badge of Ulster, and _a canton or inescutcheon argent charged with a sinister hand apaumy gules_ as the distinguishing badge of Baronets... and then on p. 201 explicitly calls the latter the hand of Ulster. So we're in good company, you see.) Both the Red Hand of Ulster and the augmentation for Baronets are armories of the United Kingdom, so both should be protected against conflict. The Baronet augmentation remains presumptuous; and given that the Red Hand of Ulster is used on an inescutcheon in Ulster's arms, its use on an inescutcheon should likewise be seen as presumptuous. But the two armories are not the same, and we will take greater care in the future to avoid conflating them.
