Thanks to Ghita for many years of service! Stepping into the position will be Rory ua Riada, from Gleann Abhann. Principal and Submissions heralds, please take note! It can be found in the "Send What to Whom" section, below. **** From Laurel: New Education Deputies **** Also this month, Gisela vom Kreuzbach has stepped down as our education deputy, and our thanks for her service, as well! The position will be filled by two capable people: Richenda du Jardin, currently residing in An Tir, and Elena Modarova vnuchka, who currently resides in Atlantia. These two ladies have some very good ideas. I ask everyone to please give them your suggestions and give their ideas your consideration. **** From Laurel: Filing Names on OSCAR **** An entry on the Ealdormere LoI considered this month listed the submitter's primary name in a spelling which was neither registered nor in process. Submissions heralds, we'd like to remind you how important it is that only the registered or in process form of the name is used in OSCAR submissions. Anything other than the name exactly as it is registered or submitted causes extra work for the pre-meeting clerk, who has to correct the error in the XML files. If this error is not caught before the Laurel meetings or in proof-reading, then it creates extra work for the Errata Clerk, who must issue a correction via an errata letter. Please take the extra time needed to be sure that the forms of names listed either as the "filing name" or the "old item" on OSCAR match the registered spelling in the Ordinary and Armorial or the spelling of the item as it appears on a Letter of Intent. Note that OSCAR checks names on proto-LoIs, so a message that it does not find the name is a clue. The only time OSCAR does not find a registered name is when the name is changed at Laurel and has not yet been added to the O&A database, which can take several months. **** From Wreath: Forced Moves **** In February, we asked the College of Arms whether or not we should change our current policy on difference for forced moves. Current interpretation holds that if the placement of the charges in either the new submission or the protected armory is dictated by other elements of the design, such as field tincture, any change of charge position is considered forced and no difference is granted for that change. Several commenters have argued that changes in charge placement should only be considered forced if the charge placement in the new submission is forced, since the position in the protected piece of armory is fixed and will never move. We find ourselves unable to agree with the arguments in favor of changing this requirement. Returning to first principles, our goal is to ensure that two pieces of armory appear to have a minimum of two cadency steps of difference unless permission is granted. The proposed change would make even conflict between some extremely simple devices depend on the order of registration. We are unwilling to do this. We are, therefore, retaining the transitive property of forced moves: if either the new or the old position of the charges is forced, the change of position is considered forced and not counted for difference. **** Send What to Whom **** Letters of Intent, Comment, Response, Correction, et cetera are to be posted to the OSCAR online system.
