* From Wreath: Quarterstaff Herald

After pioneering the process surrounding our Pend for Redraw option and founding the office of Quarterstaff Herald, Cormac Mór has indicated it is time to find a successor.

The requirements for the office of Quarterstaff are few: discretion in handling the private contact information of submitters; the ability and technical expertise to make selective edits to armory submissions to resolve issues identified by Wreath, while retaining the overall artistic choices and style of the submitter; the ability to engage and follow through with kingdom submissions heralds in obtaining the acceptance or declination of any redrawn artwork in a timely matter. * From Laurel: Joint Registration

The proposals to update how joint registrations are treated from the Palimpsest May 18th Rules Letter are accepted. Prior to these updates, the secondary owner essentially had no control over the jointly registered item; the joint ownership was effectively a simple label. Under the revised rules, the secondary owner has nearly the same rights as the primary owner; however, the primary owner may still remove the secondary owner or transfer the item without the secondary owner's consent. These changes affect the Adminstrative Handbook sections I.B Registration Limits, II.A.4 Names Which May be Registered to Individuals - Household or Association Names, and II.D.2 Armory Which May be Registered to Individuals. The new wording of these sections is:

I. Registration Limit

[There are no changes to I.A]

B. Individuals - Individuals may register no more than ten names and ten pieces of armory. Any submission by an individual which would otherwise exceed this limit must be accompanied by a release of one or more items already registered to that individual to accommodate the new item[s]. Neither heraldic titles nor augmentations count as items for this purpose, though the arms to which the augmentation is added do. Jointly held items count against the limit of both owners.

II. Registrable Items

A. Names Which May be Registered to Individuals - Names which may be registered to individuals are divided into several administrative categories.

[There are no changes to A.1 through A.3]

4. Household or Association Names - The name of an organized group of people other than a Society branch or order. Associations include households, guilds, academies, tournament companies, and other similar groups. Association names may be registered alone or may be associated with badges. Such names may be registered either by an individual or by two individuals jointly. When an association name is registered by an individual, records dealing with the association's name and badge[s] will be maintained under the Primary Society Name of the individual registering the item. When an association name is jointly registered, the first owner listed on the forms will be treated as the primary owner, while the second owner listed will be treated as the secondary owner. The records for a jointly owned association name will be maintained under the Primary Society Name of the primary owner, while a cross-reference will be listed under the Primary Society Name of the secondary owner. An individual may register more than one association name. For a name which is jointly owned:

a. The primary owner may remove the secondary owner with or without the secondary owner's approval.

b. The secondary owner may remove themselves from the association name with or without the primary owner's approval. On an LoI (and LoAR) this action would be listed under the primary owner. The secondary owner may not remove the primary owner.

c. The primary owner may transfer the association name with or without the secondary owner's approval. This has the effect of also removing the secondary owner.

d. If the primary owner releases the association name, and has not removed the secondary owner, the association name will become solely owned by the secondary owner.

e. Permission to conflict with the association name may be granted by either the primary owner or the secondary owner.

f. On death of the primary owner, and at the secondary owner's request, the association name will be transferred to the secondary owner (as sole owner). A heraldic will is not required for this transfer, though proof of death is. If the primary owner has a heraldic will filed with the Laurel office prior to this request, the disposition of the association name in that will (if any) takes precedence over the automatic transfer to the secondary owner.

g. For both owners, after registration the name is considered in the same manner as any other name owned for purposes of the Existing Registration Allowance (ERA).

D. Armory Which May be Registered to Individuals

[There are no changes to D.1]

2. Badge - A piece of tinctured armory other than a Personal Device. A badge may be registered by an individual or by two individuals jointly. A badge may have no particular designation or may be associated with a name (such as an Alternate Society Name or an Association Name) registered to the owner of the badge either at the time of registration or at a later date. All records will be maintained under the Primary Society Name of the owner; when a badge is jointly registered, the first listed owner will be treated as the primary owner, while the second listed owner will be treated as the secondary owner. The records for that jointly owned badge will be maintained under the Primary Society Name of the primary owner, while a cross-reference will be listed under the Primary Society Name of the other owner. For a badge which is jointly owned:

a. The primary owner may remove the secondary owner with or without the secondary owner's approval.

b. The secondary owner may remove themselves from the badge with or without the primary owner's approval. On an LoI (and LoAR) this action would be listed under the primary owner. The secondary owner may not remove the primary owner.

b. Fieldless Badges: Badges may have no field specified but must otherwise be fully tinctured. Fieldless badges may be subject to special rules for style and difference in the Standards for Evaluation of Names and Armory, but are otherwise treated in the same manner as fielded badges. Tinctureless badges have been registered in the past, but are no longer allowed to be registered by individuals.

* From Pelican: Non-Parental Relationship Bynames in Old Norse

This month we considered a submission using the Scandinavian pattern given name (in genitive [possessive] case) + -systir ('sister') to indicate a sibling relationship. The submitter provided ample evidence of Scandinavian bynames based on sibling relationships using -bróðir ('brother') and two examples with -systir. Given the examples provided, as of this Cover Letter both versions of sibling relationship bynames may be registered in Scandinavian.

Also, we find several words for 'wife' in later period Scandinavian languages: kona in Icelandic, hustru/hustrv in Swedish, hustru in Danish, and husprø/hustru in Norwegian. In Icelandic, this relationship marker can be used in one of two ways: given name + kona + spouse's given or full name in the genitive (possesive) case, or given name + spouse's given or full name in the genitive case + kona. In these constructions, the Latin word uxor may also be used.

In addition, in Swedish and Scandinavian we find relationship bynames meaning 'son-in-law'. In Swedish, this is shown with -magh(er), while in Scandinavian it is mágr.

We direct Palimpsest to update the relevant section of SENA Appendix A accordingly.

On September 25, 2021 at Ansteorra's Coronation, Their Majesties Jason and Margherita created Brian O'hUilliam, former Submissions Herald of Ansteorra and current Kingdom Seneschal, as a Lion of Ansteorra.

Also on September 25, 2021 at Battle on the Bay, Their Majesties Eckehard and Jane invited Patricia of Trakai, Sea Tyger Herald, to join the Order of the Golden Dolphin. The Golden Dolphin is Atlantia's order of high merit for service and carries a Grant of Arms.

Finally, we are saddened to report the passing of Alana O'Keeve, at-large herald in the Shire of Blak Rose in the East Kingdom, on September 1, 2021. May their memory be a blessing.
