* From Laurel: Extraordinary News!

On July 13, 2022 at Cudgel War in the Kingdom of Drachenwald, Nicholas de Estleche, Schwarzdrachen Principal Herald, did elevate Memorantia van de Linde to the rank of Herald Extraordinary, and charged her to register a personal heraldic title. Immediately aftewards, Nicholas recommended to Their Majesties Avery and Cornelia that Memorantia succeed him in the office of Schwarzdrachen Principal Herald, and They agreed. Previous to this service, Memorantia served the Drachenwald College of Heralds as Edelweiss Herald (internal submissions) and Albion Herald (external submissions). Vivat Memorantia! We thank Nicholas for his service as Schwarzdrachen and look forward to his future endeavors.

* From Pelican: Kudos

This month I would like to recognize Gwen Hir, Recorder Herald for the Kingdom of Caid, for her excellent work recently documenting names for submission and in commentary. Gwen's work has enabled us to register several names that would not have otherwise been registered due to lack of documentation. Her work documenting Order names for the Kingdom of Caid and baronies within her kingdom is also exemplary. I am looking forward to more of her contributions to the College of Arms in the future. Kudos, and thank you Gwen!

* From Pelican: SENA - PN3E - Registering Variant Names

The proposal on Palimpsest's March Rules Letter to allow an individual to register close variants of their name is implemented. We wish to emphasize that all variants of a name must be registered to a single person. If they wish to transfer one of the names, they must either transfer all of the variants to the same person or release the variants not transferred. A variant of a name does count against an individual's registration limit.

While SENA will not be updated online until after the October BoD meeting, the changes are in effect immediately. The new wording is underlined in the text below:

E. Registration with Permission to Conflict: The owner of a registered item may grant permission to conflict to a new submission for either identity conflict or relationship conflict. Such permission may be granted either individually through a letter of permission to conflict or universally through a blanket letter of permission to conflict.

For identity conflict, any change to appearance and sound is sufficient to allow the registration of a personal name with a letter of permission to conflict. A submission identical to the registered item will not be registered even with permission to conflict. However, an individual may register a variant on their name even if the difference is not sufficient to allow registration to someone else even with permission to conflict. An individual who registers a variant on their name under this section may not later transfer that variant to another person unless all variants of the name are transferred to the same person or released.

For example, Nicholas Smith could register Nicolas Smith or Nicholas Smyth even though the change of a single letter does not change the name in a way that someone else could register it, even with permission to conflict, as the names are identical in sound. Similarly, the change from verch to ferch does not, by itself, make a name non-identical but Jenet verch Griffith could register Jenet ferch Griffith.

For example, the change from Gwenhwyfar Win to Guenivere Win while visually significant does not change the sound, thus would generally not be registrable even with permission to conflict, but the same person may register both forms.

For example, Gwenhwyfar Win could not transfer Guenivere Win to another person even with permission to conflict. However, she could transfer both Gwenhwyfar Win and Guenivere Win to the same person. Or she could transfer Guenivere Win and release Gwenhwyfar Win.

For relationship conflict, a letter of permission to claim relationship from the owner of the registered item is sufficient to allow the registration of a personal name. This does not require demonstrating that the individual has that legal relationship. You can give a stranger permission to have a name that appears to be the name of your child, parent, or spouse.

* From Pelican: Regarding Encyclopedia Entries and Protected Entities

This month we considered the submission Fellowship of the Black Hats. The Turkish tribes known as Chorni Klobuky (Black Hats in English) do not have a stand-alone entry in the Encyclopedia Britannica. However, there are two standard printed Ukrainian encyclopedias, Encyclopedia of History of Ukraine (a 10-volume encyclopedia, https://en.wikipedia.org/wiki/Encyclopedia_of_History_of_Ukraine) and Encyclopedia of Ukraine (a 5-volume encyclopedia published by the University of Toronto Press, online at http://www.encyclopediaofukraine.com/). There is a corresponding entry for this group in each of these sources, which are culture-specific to the name being considered for protection from presumption. We encourage commenters to expand beyond the standard Encyclopedia Britannica and other Anglo-centric sources when considering whether an entity is important enough to protect. We direct Palimpsest to update both SENA PN4D1 and SENA NPN4D1 to include language regarding equivalent non-English encyclopedias.

In addition, as we considered this name we endeavored to look at these tribes through an intercultural lens; this consideration is paramount as we become more aware of exactly how much has been erased of non-European cultures, their accomplishments and their importance throughout history. Currently, however, SENA NPN4D1 does not explicitly list tribes and other cultural identities as entities we protect. It is our belief that it should. We direct Palimpsest to open a Rules Letter to discuss updating the language of SENA NPN4D1 to be more inclusive of indigenous tribes and other similar groups of people as entities we could protect from presumption.

On July 16, 2022 at Warriors & Warlords in the Kingdom of Northshield, Their Majesties Ajax and Gaia made Anpliça Fiore, Scroby Herald Extraordinary and former Polaris Principal Herald, a member of the Order of the Pelican.

Also on July 16, 2022, at July Coronation in the Kingdom of An Tir, Their Majesties Sven and Rauokinn made Pompeia Rufina, currently better known as Fina MacGregor of Silverhart, Black Lion Principal Herald and former Æstel Herald, a member of the Order of the Pelican.

Letters of Intent, Comment, Response, Correction, et cetera are to be posted to the OSCAR online system. No paper copies need be sent. All submission forms plus documentation, including petitions, must be posted to the OSCAR online system. While black-and-white emblazons must be included in the Letter of Intent, only colored armory forms need to be posted in the forms area.

Not all letters of intent may be considered when they are originally scheduled on this cover letter. The date of posting of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain letters of intent. Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met.
