Commenters questioned whether this name presumed against any of the numerous persons of note named William fitz William during our period. It does not, because none of these people are important enough to protect. The most famous of these was the lord deputy of Ireland in the late 16th century. His article in the 1911 Encyclopedia Britannica is short, less than half a column, and a quarter of that is about who he was related to. This is not sufficient enough for him to meet our standards for presumption. Further, we do not currently have any evidence that William Rufus, otherwise known as William II, King of England after his father, William the Conqueror, was ever known during our period as William fitz William. We do not protect hypothetical forms of the names of important people. Therefore, we may register this name as submitted.

This Old Norse heraldic title follows the pattern [Virtue] Herald. The substantive element is kunnandi 'to be cunning' which represents the heraldic virtue of cunningness as described in "The Othe of the Kyngs of Armes in their Creacion" (Sir Travers Twiss, The Black Book of the Admiralty, vol 1, pp. 295-297). The designator is kallari 'crier/herald'.

The submitter requested authenticity for "Old West Norse/Icelandic (preferred)". This request was not noted on the Letter of Intent but was fortunately noted by Lilie Ragged Staff with enough time for commenters to respond. This title does not meet that request. While it is correctly constructed in the Old Norse language, the cultures that spoke Old Norse did not have titled heralds. During the later part of our period in Scandinavia, we only have evidence of heraldic titles using the pattern [Locative] Herald. The pattern [Virtue] Herald is a generic pattern for heraldic titles per SENA Appendix E3.

* Theodora Asteria. Name.

Submitted as Theodora Astarina of Nicaea, no evidence could be found for the element Astarina. The submitter expressed a preference for the name Theodora Asteria if needed for registration, and we have done so.

In addition, the submitter requested authenticity for 12th century Greek or Byzantine, with a preferred meaning of 'starry'. We do not have enough evidence specifically from the 12th century to meet this request. As modified, this is an authentic early Byzantine name from the 5th-6th centuries. The submitter might be interested to know that there are two possible forms of the originally submitted locative of Nicaea that are closer to the authenticity request. Either Theodora he Nikaia or Theodora tes Nikaies would be appropriate circa 1000. We do not currently have any evidence of names beginning with the element Aster- to preserve this element for time periods later than the 6th century. In addition, the name Theodora Asteria Nikaia would retain the locative in a form contemporary with the rest of the name. Commenters questioned whether we needed to capitalize the given name based on past precedents [Helgu-Ulfr Sigarsson, 04/2009, A-East] and [Skóga-Valdi Yngvarsson 01/2020, A-An Tir]. However, on the April 2002 Cover Letter, we noted that the runes that serve as the written alphabet for Old Norse "don't distinguish between upper and lower case". This was reinforced on the April 2012 Cover Letter, where we wrote in part, "Based on the data found by commenters, we can say that capitalization in period Latin alphabet documents was uneven, with some capitalizing no elements and others capitalizing only given names and bynames derived from given names." Based on these two Cover Letter items, we therefore rule that capitalization of any element in Old Norse is optional and this given name may be registered as submitted. The given name Emyr was originally documented from FamilySearch Historical Records; however, the cited records appear to be mistranscriptions. Emir/Emyr is an English title meaning 'king/emperor', and it was used to describe foreign rulers during our period. Emyr/Ymer is also a Welsh title for king or emperor. While commenters were able to find evidence that Ymer was used as a given name in England, it may not be used in such a way that it could be interpreted as a title. This name can be read as a claim to be James, the king/emperor of Town's End, and thus cannot be registered.

The similar given name Emrys is found in Welsh Prose: 1350-1425. It would be pronounced /EM-ress/. As changing the given name from Emyr to Emrys is the smallest change we can make to register this name while preserving as much of the requested sound as possible, we have done so for registration.
