In July 2012 Pelican ruled that "barring evidence that Niamh was used by non-legendary human beings or falls into another registerable category (like a saint's name), it will not be registered after the December 2012 meeting." [Niamh Fhinn, 07/2012, A-Atenveldt]. However, SENA PN1B2d2 has recently been revised. It now states that the "names of characters from the life stories of saints (like the parents and siblings of saints) and the names of characters from stories that take place in legendary times are treated in the same manner as other literary names."

Therefore we must ask if the Niamh of Irish legend is an ordinary human (and the name thus registerable), or a superhuman character (and the name thus unregisterable). In some stories of Oisín she is one of the daughters of Manannán mac Lir, a god of the sea, and thus superhuman. However, in other stories she is a mortal princess of Munster who eloped with Oisín to Ulster but committed suicide when her father's army arrived in pursuit. So, while legendary, Niamh is an ordinary human in at least some of the legendary stories in which she appears, and the name, in a period spelling, is registerable.

The next issue is determining what the period spelling of the name is. Ó Corrain & Maguire in Irish Names shows Niamh only as the modern spelling (following the colon); the form before the colon is Niam. The Book of Magauran, a 14th century family poem-book does have the spelling Niamh. While in that case it does not seem to be the name of an ordinary human, it is sufficient to give the submitter the benefit of the doubt that Niamh is a period spelling for the legendary Niam in a time period compatible with the rest of the name. We can thus register this name as submitted.

There are precedents disallowing certain complex lines on orles - bottony/trefly in the case of Katerina Saunfayle in January 2015 and issuing acorns leaved in the case of Margaret Hepburn of Ardrossan - but in both of those decisions the issue appears to be the lack of documentation for the complex line itself, rather than its use specifically on an orle. John Guillim, in his 1611 A Display of Heraldrie, cites examples of both an orle engrailed and an orle engrailed on its inner edge.
