Not all letters of intent may be considered when they are originally scheduled on this cover letter. The date of posting of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain letters of intent. Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met.

REMINDER: Until all administrative requirements are met, the letter may not be scheduled.

This is my last month as Pelican, and I would like to thank all of the commenters, submissions heralds, decision meeting attendees, and proofreaders who made sure that I looked good. Without your hard work, I could not have done my job. I appreciate every email, comment, and documentation summary that you provided. My thanks also to the heralds of Northshield, Caid, Ęthelmearc, Ealdormere, and Artemisia who welcomed me at KWHSS and other heraldic events.

In particular, I would like to thank my predecessor, Juliana de Luna, as well as the other Sovereigns and Laurel staff members: Andrewe Laurel, Brunissende Wreath, Gabriel Kjotvason, Emma de Fetherstan, Ursula Georges, Reis ap Tudor, Marie de Blois, Herveus d'Ormonde, Istvan Tanzos, Wu Yun, Shauna of Carrick Point, and everyone who did packet checks for us. I'd also like to thank Alys Mackyntoich, without whom I could not step down. I learned many things in my tenure, and am happy to call all of you friends.

* From Laurel: Farewell Lillia

The College of Arms has a rank of Herald Extraordinary that has a long and honored history. The rank was formally created and defined in the July 1981 cover letter by Wilhelm Laurel. The intent of the rank is to recognize and reward "... those heralds who have greatly served the College of Heralds and/or the College of Arms and have achieved the highest level of competence in heraldry."

In light of her considerable contribution to the College of Arms through her efforts as Pelican Queen of Arms, I confer upon Lillia de Vaux the rank and style of Herald Extraordinary. I charge her to register a title of her choosing with the College of Arms.

I am very grateful for Lillia's service, and I wish her the best in her future endeavors both within the College of Arms, and without.

* From Laurel: KWHSS 2018 Bids Requested

For those considering bidding on the 2018 Known World Heraldic and Scribal Symposium, the deadline to have your bid entered into OSCAR is April 1, 2017. This will give the College of Arms time for consideration so that we can announce the bid's award at the 2017 KWHSS in the Barony of Thor's Mountain, Meridies, on June 23-25 at the Road Show.

Please remember that bids posted to OSCAR are publicly readable. Because of this, any personal information, such as legal names, addresses, phone numbers, and email, should not be included in these bids without signed written permission. Such information as is necessary for the entire College of Arms to see should be posted as a comment after the bid is finalized; such information as is necessary for the Sovereigns only to see should be included as a Sovereign Note.

* From Wreath: Where the Wild Foils Grow

Often enough we see submission with flowers of X petals blazoned as X-foils. It is not clear where this originated from, but foils are heraldic depictions of clovers and their leaves have a fairly defined shape (with some minor variations). Using the blazon of an X-foil to describe the emblazon of a flower with X petals, where the petals are typically round and attached to the center at a single point or in such other manner that there's obvious "seeding", does not necessarily ensure the reproducibility of the submitted charge from that blazon. SENA A.1.B states that We register the emblazon, rather than the blazon. Any discrepancies between the image and the description will be resolved by changing the description to match the image. To allow for reproducibility of what the submitter has submitted, we have been and will continue reblazoning X-foils that do not look like actual X-foils as the closest known period flower of X petals, or returning for redraw if no accurate blazon can be found.

Countess Brigit Olesdottir of Loch Ree passed from this world on October 31st, 2016. Brigit was a long-serving herald, serving as Diamond Principal Herald of Gleann Abhann, among other postings.

Baroness Katherine Constancia da Feltre, Cross Flury Herald, passed on November 7th, 2016. She was a mentor to many in the Ansteorran CoH, known as Auntie Kathri, holding many offices there.

Honorable Lady Maryn Grey passed on November 12th, 2016. She had not been active in recent years, but had previously served as Lion's Blood Herald of An Tir, working on heraldic submissions.

On December 3, 2016, Master Malcolm Bowman, new Brigantia Herald of the East, named Master Ryan Mac Whyte, retiring Brigantia, a Herald Extraordinary.

Letters of Intent, Comment, Response, Correction, et cetera are to be posted to the OSCAR online system. No paper copies need be sent. All submission forms plus documentation, including petitions, must be posted to the OSCAR online system. While black-and-white emblazons must be included in the Letter of Intent, only colored armory forms need to be posted in the forms area.
