The April Laurel decisions were made at the Pelican meeting held on Sunday, April 9, 2017 and the Wreath meeting held on Sunday, April 16, 2017 and Sunday, April 23, 2017. Not all letters of intent may be considered when they are originally scheduled on this cover letter. The date of posting of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain letters of intent. Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met.

REMINDER: Until all administrative requirements are met, the letter may not be scheduled.

* From Laurel: Ragged Staff Transition

Starting June 1, 2017, Lady Seraphina Delfino, previously Golden Dolphin Herald from Atlantia, assumed the office of Ragged Staff Herald. On behalf of the College, I thank Mistress Wu Yun for her years of diligent service in the position and welcome Seraphina to Laurel staff.

* From Laurel: Requests for Personal Identifying Information from Submissions Forms

Over the last several months, the Archivist has received several requests for release of Personal Identifying Information found on submissions forms. These requests highlighted the need for a consistent policy for handling this information. Effective immediately, the following policy applies to all requests for Personal Identifying Information found on submissions forms.

Personal Identifying Information consists of legal names, mailing addresses, birth dates, e-mail addresses and phone numbers. Such information will be disclosed by the Archivist only to Kingdom Principal Heralds and Kingdom Submissions Heralds from the same Kingdom as the person whose information is sought. As with all other requests to the Archivist, release of Personal Identifying Information must be approved by Laurel, Wreath or Pelican.

Any person may ask the Archivist to confirm whether a particular item is associated with a particular legal name. For any additional information, the request must go through the Principal Herald or the Submissions Herald of the relevant kingdom. We ask that Principal Heralds and Submissions Heralds give careful consideration to whether a request for Personal Identifying Information is appropriate before forwarding it on to the Archivist.

* From Wreath(s): The transition continues

This month, the decisions were split as follows:

Cormac Mór made the armory decisions for the kingdoms of Ęthelmearc, Atlantia, Calontir, Drachenwald, Ealdormere, East, Gleann Abhann, Meridies, Middle, and Northshield.

Brunissende Dragonette made the armory decisions for the kingdoms of An Tir, Ansteorra, Artemisia, Atenveldt, Avacal, Caid, Lochac, Outlands, Trimaris and West.

* From Pelican: Pilgrim in Order and Household Names

In April 2015, we ruled that the word pilgrim could not be used in order names based on heraldic charges because a pilgrim was not a period heraldic charge. [Granite Mountain, Barony of, 4/2015 LoAR, A-Atenveldt]. This month, we overturn that precedent based on new evidence provided by Bruce Batonvert. The canting arms of Pelegrina, found in the Insignia Nobilium Veronensium, an armorial dated to c.1550 (BSB-Hss Cod.icon. 276 f.43r, http://daten.digitale-sammlungen.de/bsb00001423/image_89), show a figure that is clearly a pilgrim with appropriate medieval imagery so identifying him, including a staff, a wide-brimmed hat and a rosary. Based on this evidence, we overturn the April 2015 precedent and hold that a pilgrim is considered a period heraldic charge for the purposes of creating order and household names based on heraldic charges.

* From Pelican: Conflict-Checking and Hungarian Names

Questions were raised this month concerning how Hungarian names should be checked for conflicts. Under the old Rules for Submissions, we instructed that, "when a name is submitted as a Hungarian name, to check for conflict in both forward and reverse order." [June 2005 CL]. However, that June 2005 precedent was overturned by SENA, which changed the way in which the College handles name conflicts.

Conflicts under SENA are determined solely by sound and appearance, not by meaning or whether the names are potentially variant forms of each other. Specifically, PN3C of SENA states: "Because conflict is a modern concept, we consider matters such as meaning, language, etymological origin, etc. to be irrelevant for conflict. Only sound and appearance are considered for difference. Thus, the Latinized form of a name may be clear of conflict with the vernacular form." Because of the fundamental change in how conflicts are analyzed under SENA, the June 2005 precedent no longer applies. Hungarian names should be checked for conflicts based solely on sound and appearance, just like any other name under SENA.

* From Pelican: Grammar and Old English / Anglo-Saxon Names

In Old English / Anglo-Saxon, nouns (including proper names) have cases depending on how the noun is used in a sentence. Not every spelling of a name found in a document, therefore, can be used in a Society name. Only nominative forms can be used as given names.

The best source for the nominative form of an Old English / Anglo-Saxon name is the name database in the Prosopography of Anglo-Saxon England website (http://www.pase.ac.uk/). Header forms from the PASE website are always in the nominative case. Both the header forms and the documentary forms from PASE are registerable.

The article "Anglo-Saxon Women's Names from Royal Charters," by Marieke van de Dal (https://www.s-gabriel.org/names/marieke/anglosaxonfem/) should be used with caution. While the bolded header forms in the article are always the nominative forms, the various spellings under the header are not. In the last several months we have had numerous submitters relying on unbolded spellings as if they were spelling alternate spellings, when in fact those spellings each represented the name in a different case and were not usable as given names.

* Society Pages

On May 28th, at Midrealm Crown Tourney, Konrad Dragon Principal Herald elevated Kriemhilt von Ebersberg, former Dragon Principal, to the rank of Herald Extraordinary.

On June 11th, Charitye Dale, who served as Diademe and Pantheon Heralds for the East Kingdom, was inducted into the Order of the Maunche, the East's Grant-level arts award.

Letters of Intent, Comment, Response, Correction, et cetera are to be posted to the OSCAR online system. No paper copies need be sent. All submission forms plus documentation, including petitions, must be posted to the OSCAR online system. While black-and-white emblazons must be included in the Letter of Intent, only colored armory forms need to be posted in the forms area.
