To all the College of Arms and all others who may read this missive, from Juliana Laurel, Elizabeth Pelican, and Oddr Wreath, greetings.

* From Wreath: On Wax Crayons

Effective immediately, the Laurel office will no longer return armory for the use of wax crayons or colored pencils. In the past, wax's tendancy to melt and smudge presented a danger to submissions, archives, and the personal equipment of submissions staff. Since the transition to fully-digital packets, this danger no longer exists for the Laurel office itself.

However, because individual kingdoms still receive and process paper, they may choose to return such submissions entirely at their option. It is recommended that kingdoms publish their policy in this regard, for the benefit of their submitters.

As always, identifiability must be maintained regardless of medium. If the mottling typically seen with crayons and colored pencils presents the illusion of strewn charges or otherwise masks the true image, or if the color of the wax doesn't fall within the typical ranges traditionally accepted, the submission may be returned at any level of the process.

Unto the heralds of the Known World and all who read these words, peace and good health to you. Schiao! Mi chiamo Viscontessa Elisabetta Tommaso di Carducci, Pellicano Regina d'Armi, or perhaps you might recognize me better as Viscountess Elizabeth Turner de Carlisle. I officially assumed the office of Pelican Queen of Arms on October 1. My deep thanks to Juliana Laurel, Alys Ogress, Oddr Wreath, Emma Temperaunce, Cormac Beare and Finngall Goutte de Sang for their assistance with the transition into office and their belief in me that I can be of good service to you all.

For those of you who do not know me, I reside in the Barony of Adiantum (Lane County, Oregon), Principality of the Summits, Kingdom of An Tir. There, I work as an Administrative Support Specialist for a small business that provides support to adults with disabilities. I have been doing heraldry for the entirety of my SCA career, which is now going on 15 years. In that time I started as a voice herald, but quickly fell in love with submissions. I have twice served as Lions Blood, Submissions Herald for An Tir, and served previous Pelican Queens of Arms Aryanhwy and Alys. I am easiest to reach by email.

I am eager to further the practice of onomastics as we move forward through these times. I am also really looking forward to serving the College and meeting more of you.

* From Palimpsest: Changes to Presumption Rule Examples (PN4B4)

The July 28 Palimpsest Rules Letter proposed a revision to the examples of honorific names that cannot be registered as a claim to rank. The revision to PN4B4 is as follows:

New Rule

4. Honorific Names: Name phrases that were only granted as an honor or award by rulers cannot be registered. Such names are a claim to rank.

For example, the Japanese title shinn{o-} ('Imperial prince') was granted by the emperor to select male relatives beginning in the eighth century. Thus, shinn{o-} may not be registered as part of a Japanese name.

For example, the Arabic titles Salah al-Din or Saif al-Mulk were always honors given by a ruler, and thus are a claim to rank.

The July 28 Palimpsest Rules Letter proposed an expansion to part D of SENA Appendix E. We are accepting this change with the addition of a recently approved household designator, Brigade.

D. Household Names: This category includes guilds, military companies, and similar groups of people. A variety of designators have been registered for households; in any case both the designator and substantive element must follow a single pattern for a group of individuals found in period. Models that have been used include groups like a guild or military company, members of a dynastic or personal household, and the people resident at an inn or other named residence.

In sad news, on November 18, 2020, Claire Boudreau, until recently chief herald of Canada, passed away. You may remember that she addressed the Known World Symposium in 2015, when we were in Ealdormere. Her book, L'héritage symbolique des Hérauts d'armes is an amazing treatment of French medieval armorial treatises.

At Caid's online court on November 21st, 2020 with the consent of King Alexander and Queen Tahira, Ariana Crescent Principal Herald did elevate Paul fitz Denis, former Crescent Principal Herald, to the rank of Herald Extaordinary.

Letters of Intent, Comment, Response, Correction, et cetera are to be posted to the OSCAR online system. No paper copies need be sent. All submission forms plus documentation, including petitions, must be posted to the OSCAR online system. While black-and-white emblazons must be included in the Letter of Intent, only colored armory forms need to be posted in the forms area.

Not all letters of intent may be considered when they are originally scheduled on this cover letter. Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met.

REMINDER: Until all administrative requirements are met, the letter may not be scheduled.
