To all the College of Arms and all others who may read this missive, from Emma Laurel, Elisabetta Pelican, and Iago Wreath, greetings.

* From Pelican: The Old Norse Given Name Viktor

This month we considered the name Viktor rauðskeggr. The submitter documented the given name Viktor from "The Old Norse Name" by Geirr Bassi. However, no evidence outside of this source could be found in support of this given name for the Viking era. Therefore, as of this Cover Letter, we will no longer register Viktor as an Old Norse masculine given name. It continues to be registerable in later period Swedish as Victherr (1483), Victhor (1515), and Wychtur (1519) [SMP, unpublished data], and in Russian as Viktor (1356) [Wickenden, s.n. Viktor]. See SENA Appendix C for more information on how Russian names may be combined with other language groups.

* From Pelican: SENA Appendix A - Czech Patterns

Czech naming patterns, as proposed on Palimpsest's February 12th Rules Letter, are added to SENA Appendix A, "Patterns That Do Not Need Further Documentation by Language Group." We wish to thank Ané{zv}ka Blue Tyger for sharing her research which allows us to make this addition. * From Pelican: SENA Appendix D - Greek Transliteration

Palimpsest's February 12th Rules Letter proposed adding Greek transliteration to Appendix D, "Acceptable Transliteration Systems for Non-Latin Scripts." Based on commentary the following is added under Eastern European languages as section 2Dc.

c. Greek: Names composed only of elements dated before 330 CE must use a classical (Ancient/Medieval) transliteration/transcription system. Names composed only of elements dated 1454 CE or later must use a Modern Greek transcription/transliteration system. Names containing a combination of elements dated between the founding of the Byzantine Empire (330 CE) to the fall of Constantinople (1454 CE) must choose a single transcription/transliteration system for either classical (Ancient/Medieval) Greek or Modern Greek and apply it consistently to all elements.

We encourage further research into the transliteration of Greek and where the transition from classical to modern Greek should be made.

* From Pelican: SENA Appendix E4 Updated

As proposed in Palimpsest's February 12th Rules Letter, Lodge is added as an approved English household designator in SENA Appendix E4, "Currently Registerable Elements for Non-Personal Name Submissions - Household Names."

* From Pelican: Alternate Titles - Middle Persian

The February 27th Rules Letter proposed alternate titles for Persian. These titles are appropriate for Middle Persian. Based on commentary, these titles are mostly accepted with some changes. At this time, no alternate title is provided for masculine members of peerage orders; the proposed title Sheikh, while used in Persia, is actually Arabic.

We wish to thank Sara Beacon for her research which allows these alternate titles to be offered and Ursula Serpent for her extensive commentary on the proposed titles.

* From Wreath: SENA Appendix I and Sustained/Maintained Charges

The preamble to SENA Appendix I, "Charge Group Theory," states that maintained charges are artistic details. That is not how we have treated maintained charges for a number of years. As proposed on the February 12th Rules Letter, the second paragraph of the preamble is removed from this appendix. A reference to section I5 is added to I2 (Secondary Charges) as we now treat maintained charges as secondary charges and Appendix I5 is updated to clarify that sustained charges may be co-primary or secondary charges. The updated appendix will be available at http://heraldry.sca.org/sena.html#AppendixI within a few days.

* From Wreath: SENA Appendix M1f and Crosses Formy

As proposed on the February 12th Rules Letter, Appendix M1f, "Some Resources for Conflict Checking - Crosses," is revised to include a missing note about crosses formy/paty. The revised appendix will be available at http://heraldry.sca.org/sena.html#AppendixM1f within a few days.

* Society Pages

On June 18, at Murder Melee in the Meadow in the Kingdom of Ealdormere, Their Majesties Steinnar and Mairgraig elevated Sciath ingen Chaennaig, former Trillium Principal Herald among other offices and current Bee Herald (website), to the Order of the Pelican.

On June 24 at the Known World Heraldic and Scribal Symposium in the Kingdom of Northshield, Ysolt Pais de cuer, Polaris Principal Herald, bestowed upon Beatrice Domenici della Campana the rank of Herald Extraordinary with all the rights thereof.

On June 24 in that same court, Their Majesties Lars and Mary of Northshield gave unto Calamus Schreiber, Keythong Herald, the Award of the Pantheon of Northshield for his excellent work in his heraldic office. The Pantheon is Northshield's non-armigerous award for one whose work "increases the renown and reputation of Northshield."

On July 1, 2023, at Northern Region War Camp, Their Majesties Brennan and Caoilfhionn of the East created Charitye Dale, who previously served as Diademe, Mosaic and Mural Heralds, a Companion of the Laurel.

Not all letters of intent may be considered when they are originally scheduled on this cover letter. The date of posting of the LoI, date of receipt of the Laurel packet, or other factors may delay consideration of certain letters of intent. Additionally, some letters of intent received may not have been scheduled because the administrative requirements (receipt of the forms packet, receipt of the necessary fees, et cetera) have not yet been met.

REMINDER: Until all administrative requirements are met, the letter may not be scheduled.
